Pvt persons from Arunachal issued ‘official’ passports: CBI

New Delhi, Apr 18: The CBI today registered an FIR to probe the nexus between unknown MEA officials and agents who allegedly arranged "official" passports for private persons by showing them as Arunachal Pradesh government officials to facilitate their trafficking to the US.

The conspiracy was hatched to get "official" passports to 12 people on the basis of forged documents showing them as officials of the Arunachal Pradesh government, the FIR said.

"Official" passports, with white cover, are issued to government officials if they are travelling on official assignments.

The agency registered the FIR against private individuals Raja Kipa, Thupten, Kalden Kunseng and Lucky and unknown officials of the External Affairs Ministry (MEA) on the basis of a tip off received by it.

In its FIR, the CBI has levelled the charges of criminal misconduct by public servants, criminal conspiracy, trafficking, cheating, forgery and fraudulently obtaining official passport by furnishing false information among others.

The alleged criminal conspiracy was hatched between December, 2016 and March this year, the FIR said.

It is alleged that the 12 people had applied for non- immigrant visa for the US and presented their "official" passports along with letter purportedly written by the ministry to the US Consulate in Kolkata, the FIR said.

They were called for visa interview but only four persons appeared for it on March 14, 2017 at the US Embassy here posing as government officials of Arunachal Pradesh, it said.

During the interview, they admitted not being government officials and disclosed their real identities.

These persons disclosed during the interview that agents Kipa, Thupten and Kunseng had taken lakhs of rupees from them for preparing their passports and obtaining US visa in assumed names.

Lucky had allegedly provided them with fake ID cards of Arunachal Pradesh government and also accompanied them to the US Embassy here for the interview.

This is not the first case of such cheating as the information received by the CBI showed that a similar group of 10 people claiming to be Arunachal Pradesh government had travelled to the US on December 10, 2016.

Among them was one of the master conspirators Kipa who was identified from his photograph by those who appeared for the visa interview on March 14 at the embassy.

CBI sources said they would soon be calling MEA records related to issuance of passports to these persons.

 

 

 

Preliminary survey for 8 rail links including Tawang completed

ITANAGAR, Apr 18: The preliminary surveys for Bhalukpong-Tenga-Tawang (378 km), North Lakhimpur-Bame-Aalo-Silapathar (247.85 km) and Pasighat-Roing-Tezu-Parsuram Kund-Rupai (227 km) were completed and detailed on-location survey will commence soon.

This was informed by the General Manager of Northeast Frontier Railway H K Jaggi who called on the Chief Minister Pema Khandu at his office on Tuesday.

The Railway Ministry has sanctioned  eight new railway lines Itakhola - Seijosa (18 km), Doomdooma-Namsai-Wakro (96 km), Dangri - Roing (60 km) Naharkatia-Deomali (20 km), Lekhapani-Nampong-New Khamlang-Deben (75 km) and Tinsukia to Pasighat via Kanubari (300 km) .

Chief Minister Pema Khandu welcomed the sanctioning of eight new railway lines connecting several places in the foothills of Arunachal by the Centre, including the three proposed railway lines extending to Tawang, Aalo and connecting Pasighat-Roing-Tezu.

It was also informed that the survey for the eight railway lines has been sanctioned.  

The Chief Minister requested the railway officials for posting of a dedicated Chief Engineer (Survey) for Arunachal to monitor the ongoing survey works, to which they agreed.

Of the three railway routes, the Bhalukpong-Tenga-Tawang route is the most ambitious project at proposed construction cost of about Rs 40,000 crores, which will involve construction of 21 bridges and 145 km of tunnels. The Indian Railways proposes to construct 29 km tunnel between Dirang and Tawang. It is estimated that the entire railway route will cut down the existing road distance of 285 km to 166 km once the project is completed, informed the railway official.

The survey of Pasighat-Tezu-Parashuram Kund-Rupai is expected to be completed early as the area is plain with no high steep mountains to cut through.

The Indian Railway officials also gave latest status of the 26km Murkongselek-Pasighat rail road.

 

 

 

A cake called Arunachal

For some community organizations and the state government, Arunachal is like a birthday cake-cut according to the sizes required and be merry. Forget about late comers or the ones who we don’t think are good enough to be on the list of invitees.  The select few will have all the cake while the rest will have to content themselves with the idea of having a piece of cake, but unfortunately, they can’t have it because they just don’t have it in them to even ask for it, cornered, outdated and overwhelmingly outnumbered.

The cake analogy is perhaps a very poor one for a state as big as ours with so many tribes-big and small and their many individual and societal aspirations. But sometimes, the societal aspirations clash with the very idea of Arunachal. It threatens the pan Arunachal identity even if the idea itself is a fallacy. But the idea is comforting.

Today we are faced with a situation, where aspirations of a community override the very identity of Arunachal. There was a time when there were demands for Mon and Patkai Autonomous Regions. The Legislative Assembly even passed a resolution but we seem to have forgotten it. But in its place is the growing demand of districts and more districts, based on community identity or on the whims of the inflated egos of politicians and community organizations.

What was the need and reason for creation of Siang or Kra Daadi and Namsai districts? Have common people gotten anything after the creation of the districts apart from fighting over headquarters and acquisition of land by the rich and influential where the headquarters are coming up?

In recent memories, Anjaw was bifurcated out of Lohit, Dibang Valley out of Lower Dibang Valley, Longding out of Tirap. All these, when the government already decentralized the governance by creating numerous administrative units.  

Now, there are demands for more districts- Bichum, Pakke-Kessang,  Khamle, Namdapha/Rima, Lepa Rada, and Lower Siang , to name a few.

While the demands for creation of most of these districts have been kind of muted, Lower Siang has been a cause of amusement for almost a decade now. It continues even today.

Lower Siang, bifurcating West and East Siang, was first demanded to counter Assam’s encroachment into Arunachal land, mostly in Likabali, Seren- Dipa areas. The encroachment has gone on unabated. Major portion in Likabali has been encroached by Assam, while Galo organizations fought where the  headquarters will be as  respective governments watched, scared to  intervene into the sphere of a major tribal group. And to add to the confusion, the Adis said that it will not part an inch of Adi area for Lower Siang.

Now, no one knows the legitimacy of these demands, but Ramle Banggo area, which aspires to be part of Lower Siang, has seen ugly communal fights between the Adis and the Galos. Both tribes claim ownership of the land. Roads leading to Pasighat, the district headquarters of East Siang were blocked following a hunting expedition by the Adis into the Galo villages. Reaction was, building a road, on self help basis to connect the Upper Ramle Banggo to West Siang for safe passage of the Galos. The road was built during the rainy season when all construction works usually stop in Arunachal. Ideally, it should be inhabitants, who should decide where they want to be, but in proposed Lower Siang, it’s a huge communal issue.  

For most of us, it does not matter when all we need is less than six feet of land for eternal rest but its murky and ugly over land.

While there are exceptions, the ugly trend of creation of districts based on community identity is not going to help the state now or later.  As major tribal groups, known as Abo Tani group, who can’t see eye to eye on most matters unless it suits them want more districts, Arunachal remains no one’s child. While the majority group will have the cake, rest will either laugh or mourn at the gradual loss of pan Arunachal identity or the idea of it, which is so dear to many.  

 

 

 

 

CM’s dinner party hosts protest

ITANAGAR, Apr 18: Members of the Galo Peoples' Front (GPF), with the support of the Galo Students' Union and the Galo Youth Organisation on Tuesday evening staged a protest outside the Ashoka Hotel, where the Chief Minister was hosting a post-Mopin dinner party.

Earlier on April 16, the GPF, in a communiqué had asked the Galo community residing in the Capital Complex to refrain from attending the dinner party and cautioned of dire consequences.

However, speaking to The Arunachal Times, president of the GPF, Nyadar Loya said that they were not stopping anyone from participating in the event, but silently staging their resentment with the authorities over their lack of empathy towards the issue at hand.

"The state government is not giving us our dues and only extending the deadline", he said.

When asked about whether the community was divided on the issue as guests could be seen entering the hotel in their Mopin attire, Loya opined that the seeming division involved political hands and affirmed that there were no actual differences in the community on the issue.

"They are trying to play the emotional card and suppress our issues. We just met MLA Nyamar Karbak, but his explanation was unsatisfactory. The legislators are mostly trying to appease those at the top level and trying to divide and rule the community, but we will not let that happen", Loya added.

Informing of their next action plan, Loya said that they would soon meet with all Galo-based organisations and the seven legislators of Galo-inhibited areas and hold a general council meeting to bring a positive outcome to the burning issue.

The demands of the organisations include immediate function of Lower Siang district and Cabinet approval for creation of Lepa Rada district.

Meanwhile, sensing the gravity of the ongoing situation regarding operationalisation of Lower Siang district, the Chief Minister Pema Khandu led state government has constituted a Group of Ministers (GoM) to examine and make ground assessment on the issue and provided a timeframe of one month to submit the reports from the date of issue of the order.

The GoM has been directed to conduct public hearings and submit a consolidated report or recommendation to the government for placing before the state Cabinet for a final decision.

The GoM will be headed by Kamlung Mossang, Minister WRD as chairman with PHED and WS Minister Bamang Felix and Dr Mohesh Chai, Minister AH&DD as members. Special Secretary IT, Prince Dhawan will provide secretarial assistance to the GoM to facilitate early submission of the recommendation. (With inputs from CMO)

 

 

 

World Heritage Sites must find their place in UNESCO list: Dr. Chai

ITANAGAR, Apr 18: Research, Art & Culture Minister Dr Mohesh Chai called upon the  officials of the Research Department to tighten their belts to see that Apatani landscape in Ziro Valley and  Thembang Dzong, a fortified village near Bomdila reach the  final list of the UNESCO World Heritage Site.

Addressing the gathering of government officials and public here on Tuesday on the occasion of World Heritage Day celebration, Dr Chai said, "The Apatani landscape and Thembang Dzong are only in the tentative list of the UNESCO World Heritage site.

We have to create mass awareness among the people about the need of conserving the proposed sites to find it in the final list."

Stating that Arunachal Pradesh, with its unique cultural diversity and monuments and other historical testimonials, deserves to be in the World Heritage Site list, the Minister also stressed on  promotion and preservation of local dialects/ languages of various  indigenous tribal communities of the state.

At least 34 languages of Arunachal Pradesh are identified as endangered as per the UNESCO survey report, the Minister said, adding that if the languages are  not saved,  some tribal communities will  lose their  identity in the near future. Talking about the  impact of  modernization in the tribal society, the Minister also said  "we have  to accept the reality and changes  but not at the cost of own identity."

Informing that the recent budget  proposal  passed in the Assembly has kept fund provision for the Research Department, Dr Chai also called upon all the line departments like Tourism, Art and Culture, IPR and Forest to come closer  for mass awareness among the  people on the need of preservation of  natural resource, heritage sites and monuments of  the state.

In his address, Research Commissioner Huzar Lollen said, "The activities to see to the Apatani plateau and Thembang Dzong in the world heritage site are at the initial stage. We must work hard to see the proposed heritage sites in the UNESCO final heritage list. We should start preservation of heritage sites on our own and should not wait for someone to show the way."

In his keynote address, Research Secretary, Dani Salu briefed on the World Heritage Day. He also informed about the Arunachal Pradesh Heritage Bill, 2015, which aimed at conservation and protection of heritage sites, including buildings, artifacts, structures, areas, streets and precincts of historic, cultural or environmental significance and sites of scenic beauty of the state.

Former UNDP Consultant, Sanjeev Shankar gave a thought-provoking lecture on the need of preservation of culture, heritage and  biodiversity  for  survival of the human race, and stressed on  community involvement in preservation of heritage sites.

Research Parliamentary Secretary, Gum Tayeng  and Research Director, Batem Pertin also spoke on the occasion.

The programme was organized by the Research Department with this year's theme of "World’s Heritage: The Shared Wealth of Mankind."

Arunika Koley of KV-2, Hage Yasung of Good Shepherd Public School and C Nikum Bui, Master of Public Administration won the first, second and third prizes respectively in the essay competition on the subject "Sustainable Development through World Heritage Programme". In the poster-making competition on "Heritage & Ecology", Udesh Biswas, Papu Kr Sahani and  Nikkar Bui  bagged the first, second and third prizes.

 

 

 

Meet the Assembly building deadline: Felix

ITANAGAR Apr 18: Parliamentary Affairs Minister Bamang Felix paid a visit to the under construction new State Assembly Complex on Tuesday to oversee the work progress.

During his inspection, Felix was assured by the executing agency (PWD) that the building would be made functional by mid May. Taking a tour of the entire building and minutely checking the infrastructure, the Minister categorically instructed the PWD and other link departments to ensure that the deadline for completion of building is met.

Felix, while interacting with the officers, revealed that the next special session on the ratification of GST Bill - 2017 will be held in the new building by third week of May, which is a mandatory exercise as directed by the Union Government. He, therefore, asked all the stakeholders to tighten their belts for ensuring completion of the project in the stipulated timeframe. The minister, however, expressed satisfaction over the work progress and informed that such inspection would be made by him on regular intervals to take stock of the progress.

Felix was accompanied by Parliamentary Affairs Department, Commissioner Bilatee Pertin, officers from PHE & WS, Power and PWD.

 

 

 

Board approves in principle to upgrade Dibang Wildlife Sanctuary

ITANAGAR, Apr 18: The proposal to upgrade the Dibang Wildlife Sanctuary as Tiger Reserve was approved in principle in the meeting of the State Board for Wildlife here on Tuesday.

The Board, of which Chief Minister Pema Khandu is the Chairman, also approved in principle to enhance the compensation against loss of human life, domestic animal or injury to human or domestic animals due to man-animal conflict and crop damage by wild animals etc, according to a release from the CMO.

Various issues, such as enhancement of compensation for loss of human lives, injury, death of livestock, crops and property damage due to man-animal conflict, upgrading Dibang Wildlife Sanctuary as Tiger Reserve, and creation of Eco-Sensitive Zones around protected areas etc were discussed during the meeting.

Community owned forests or Community Conserved Areas (CCA) that make up the major chunk of forest lands in the state was also discussed in detail.

The Board accepted the need to frame a proper policy to encourage community forests through a mechanism in place by way of giving incentives to locals wherever possible.

The Chief Minister, who presided over the meeting, assured to discuss the issue of creating eco-sensitive zones around protected areas in the state cabinet soon.

He asked the officials of the Environment and Forest Department to take note of the suggestions and observations put forward by the Board members in conservation and preservation of forests and wildlife.

"Wildlife has equal rights to humans. Therefore, we have the responsibility to ensure them their rights through proper policy decisions," said Pema.

He directed the department to submit proposals for approval in the state Cabinet.

Parliamentary Secretary for Forests & Environment, C T Mein, Advisor to CM, Japu Deru and legislators Tage Taki, Paknga Bage and Laisam Simai were also present in the meeting.

 

 

 

Association seeks white paper on ADCs, to take out protest rally

ITANAGAR, Apr 18:  With the state government's alleged failure to come up with a response following the Students' United Movement of All Arunachal's (SUMAA) demands seeking white paper on  creation of Autonomous District Councils for Mon and Patkai region, the Association on Monday announced to take out a protest rally in the state capital on April 28 next and in New Delhi at the  Ministry of Home Affairs on May 14, till the government of Arunachal reassess and revokes the decision  in the state legislative assembly.

The Association earlier submitted a memorandum to the state Chief Secretary on March 10 last, wherein it gave the GoAP a time period of one month to come up with white paper on the proceedings on the Autonomous District Council (ADC) in the state and to roll back the said decision.

Addressing media persons at the Press Club here, SUMAA President Tagru Tame said that the time given to the GoAP is already over and there has been no response from the GoAP yet.

While terming the creation of ADCs in the state as illogical, Tame said that the ADCs is a direct challenge to the federal system of government and will create the problem of authority sharing between center and state governments. It will also be detrimental to the Panchayat Raj system of self governance, he added.

'Arunachal Pradesh (erstwhile NEFA) was completely protected under the Bengal Eastern Frontier Regulation Act of 1873 and was never included in the VIth Schedule incorporated in the Constitution of India which provides for the constitution of Autonomous District Councils,' Tame said, adding that if the demand for ADCs is approved by the GoI it will set a negative trend and soon other parts of the state will also seek the same status which could lead to communal disharmony and political unrest.

SUMAA General Secretary, Suraj Ligu said that granting of ADCs will pose another threat to the indigenous people as four members of the ADCs are directly nominated by the Governor from backward class and minority of the state. This, in the context of Arunachal would mean that non-indigenous people like Chakmas, Tibetans, Mishing, Deories and others will get nominated in the councilors' category, stated Ligu.  

Earlier, on February 16, 2004 a resolution was passed in the State Assembly for creation of Autonomous District Councils for Tawang and West Kameng (Mon) and Tirap, Changlang, Longding (Patkai). The issue was again raised in the recently concluded budget session 2016-17.

 

 

 

NITI Ayog meets for project selection sites

NEW DELHI, Apr 18: The members of NITI Ayog convened a meeting on Tuesday to deliberate on formulation of national guidelines for selection of sites for projects through a 'Challenge Method'.

 The Challenge Method is being contemplated by the NITI Ayog to select sites for Government of India projects in various states.

The Government of Arunachal Pradesh was represented by Secretary Planning, Dr Joram Beda, Deputy Director Planning, Amitabh Kundu and Deputy Director Town Planning Likha Suraj.

 

 

 

Hangpan Dada Memorial Trophy tournament

ITANAGAR, Apr 18: The district and block/constituency level Hangpan Dada Memorial football and volleyball tournaments started in various districts.

The tournament, known earlier as CM's Trophy, was renamed after martyr Hangpan Dada. The rechristened trophy was launched in March with a friendly football match between CM's XI and Arunachal Press Club in Naharlagun.

The Sports Department holds competitions for both men and women from the block level. The winners of block level competitions then compete in the district level, followed by state level competition.

Finals of the competitions coincide with Statehood Day celebrations every year.

The constituency level competitions in Tirap district was kicked off on Monday by Additional Deputy Commissioner (in-charge) Techu Aran at Nehru Stadium, Khonsa.

It is pertinent to mention here that Hangpan hailed from Boduria village in Tirap district.

The inaugural match was a men's football between Lainwang Foot Club and Upper Kolam Football Club of Khonsa East Assembly Constituency, in which the former defeated the latter by solitary goal.

The competition in Anini, Dibang Valley district was kicked off on Tuesday at general ground by Etalin-Maliney ZPM Singe Milli and Anini CO Oyam Saring.

Ten teams are participating in the event.

Hangpan Dada Memorial Volleyball Tournament for Koloriang Assembly Constituency was inaugurated by Lower Koloriang ZPM Nangram Niani at General Ground, Koloriang on Tuesday.

The tournament started with a match between Koloriang block and Parsi-Parlo block, wherein the latter won the match by 2-1.

The Hangpan Dada Memorial Trophy also began at Changlang on Tuesday. The inaugural function at general ground was attended by MLA Tesam Pongte. (DIPROs)

 

 

 

 

IFFCO awards farmers & co-operators to mark golden jubilee celebration

ITANAGAR, Apr 18: The Indian Farmers Fertilisers Co-operative Ltd (IFFCO), one of the largest organisations of farmers in the country is celebrating its five decades of existence in the country and awarded several farmers and co-operators of the state to mark the occasion.

Addressing the celebration in the State Banquet Hall on Tuesday, IFFCO Managing Director Dr U S Awasthi said that farmers need to register in the portal created by the IFFCO and said that four crore farmers of the country will get benefit on their crops and products.

"Farmers can choose their own language and registered farmers will be directly connected by the IFFCO. Almost four crore farmers across the country will be linked and connected, where they will be able to view and avail benefits as per their feasibility of all programmes of the centre and state governments", he added.

Secretary Cooperation, Onit Panyang in his address said there is a need to promote cooperation movement in Arunachal Pradesh for sustainable livelihood. Arunachal should take inspiration from IFFCO as it is a multi state co-operator with more than 120 crore annual turnover, added Panyang.

Arunachal Pradesh Consumer Cooperative Federation Ltd (APCCF ltd), Administrator Likha Tejji in his address called for opening IFFCO office in the state to inspire farmers to join the movement and get relevant information periodically. The members need to be affiliated through the APCCF where all co-operators may be made as share holders of IFFCO, he added.

IFFCO, New Delhi, Senior General Manager (Mktg) Yogendra Kumar, Senior Marketing Manager (NE) D Bag, progressive farmers Likha Maj, Cooperator Taro Modi, and Arjit Bhattacharjee, among others spoke on the occasion.

Few co-operators were awarded on the occasion, which include Likha Kamin from Deed (Fish Farmers Cooperative Society L/Subansiri), Techi Anna, Poma for handicraft of bamboo and cane, Teetu Yoka, Dumporijo for producing indigenous product through an SHG, Taro Modi, Ganga Village for producing local indigenous yarn and loom and Likha Yach as well.

Farmers who were awarded during the day included Likha Taha, Sito (Chinese teak tree cultivation and large cardamom cultivator), Neelam Shem , Deed (For large cardamom), Techi Paso, Poma village (For broom plantation), Yowa Yabi, Kakoi (for ginger and pineapple), Tayum Sinkham, Poma and Likha Maj (for large cardamom and rubber plantation)

More than 275 progressive farmers and co-operators participated in the programme.

 

 

 

 

DC Siang warns of strict action against dereliction of duty

PANGIN, Apr 18: A District Level Review and Monitoring Committee Meeting for Siang district was held at the DC's conference hall at Pangin on Tuesday under the chair of Deputy Commissioner Rahul Singh, where he exhorted the officials to be proactive and sincere as service providers to the public and warned of strict action for absenteeism and dereliction of duty.

Addressing the house of HoDs and other administrative officers of the district, the Deputy Commissioner stated that the objective of the meeting was to get firsthand knowledge of the ongoing developmental activities being undertaken in the district. He urged all the departmental heads to make the best of the various governmental schemes, like CM Swalamban Yojana, CM District Innovation and Challenge Fund, CM Gram Adarsh Yojana, etc. He also instructed the departments, especially agri-horti and other allied departments to come up with innovative schemes for the district.

Giving special emphasis on the significance of Aadhar enrolment, bank account opening and digital payments, he instructed all the HoDs and administrative officers to take every possible measure at their level for the successful implementation of these programmes.

The meeting proceeded with an elaborate and informative PPT presentation regarding the ongoing developmental activities, the physical and financial progress achieved by the various departments. A detailed presentation on Aadhar and demonetisation was also given by COs Dr Rani Mibang and Indira Riba respectively. (DIPRO)

 

 

 

Eco-tourism study tour by women SHG members

RUKSIN, Apr 18: A 17-member team, including village leader and members of Ralbom Woman Self Help Group (SHG) of Bilat-Bamin village in Ruksin block visited various eco-tourism sites in Guwahati and Meghalaya during a week-long exposure tour programme.

The team members met other members of various NGOs and SHGs and received knowledge on eco-tourism development. The team visited Kamakhya on Nilachal hill in Guwahati, Mawsmai Nongthymai Elaka, Eco-Tourism Park at Cherrapunjee, Krem Puban Cave, Elephant Water Falls, Shillong Peak and many other eco-tourism destinations in Meghalaya. They also visited Wards Lake in Shillong and learned about scientific methods of fish farming.

They held a series of interaction prorgammes with the executives of the park and tourist management committees and learnt about how a place enriched with natural vegetation can be developed into a tourist spot for economic gain.

"We have learnt from the experts about developing eco-tourism spots and its economic prospects. Now we are planning to develop more eco-tourism sites in our state," said Ellison Siram, who led the team.

The team, which returned on Tuesday morning, included renowned Adi film actor Tasi Nonang, Ralbom SHG president Yamum Mesar and other woman members.

 

 

 

SAA on study tour to replicate sports infrastructure in state

AIZWAL, Apr 18:  A delegation of the Sports Authority of Arunachal (SAA), led by its Chairman Bamang Tago interacted with the officials of Mizoram State Sports Council at Aizwal on Tuesday.

They shared on regulating and managing development of games and sports in the Northeast region.

The team is currently on a study tour to various states to witness and see the infrastructure, facilities and sports avenues that could be replicated in Arunachal Pradesh.

"Sports have proved to be a powerful tool to create bonhomie, propagate peace and brotherhood between nations, states and people. While it promotes solidarity, it also contributes to an atmosphere of tolerance and understanding. Sports have been found to contribute to economic and social growth by improving public health and bringing youths together through its tremendous potential as a tool for advocacy and mobilization. He, however, said that Arunachal Pradesh in particular has been excelling in the field of sports day by day due to the constant support of the government under the leadership of Chief Minister Pema Khandu.

"His continuous support has given wings to sports in Arunachal Pradesh and the sportspersons from the state are bringing laurels in national as well as international arena", Tago added.

The officials of Mizoram State Sports Council, led by its Vice President and Secretary also highlighted their efforts and achievements, including maintaining transparency and accountability towards the promotion of sports.

The study team also visited few indoor and outdoor infrastructures in an around Mizoram city.

Earlier, Tago inaugurated the badminton coaching camp being launched by the Mizoram Badminton Association under the theme "Catch Them Young" at Kulikawn Indoor Stadium, Mizoram.    

Tago was accompanied by his Vice Chairman G Doke, Director Sports Tadar Appa, Member Secretary (SAA) Gumnia Karbak and Youth Affairs, Assistant Director Karbia Dodum.

 

 

 

 

Dedicated DD channel from Arunachal by Aug: Naidu

GUWAHATI, Apr 18: Union Minister for Information and Broadcasting M Venkaiah Naidu said a dedicated Doordarshan channel - Arun Prabha will be launched by August from Arunachal Pradesh to seamlessly integrate the Northeast and showcase its rich culture to the rest of the country.

Focus will be on the youth with contemporary entertainment and informative shows, Naidu said while talking to reporters after presiding over the Joint Hindi Advisory Committee meeting.

For enhancing outreach through Community Radio (CR), the Minister said 90 percent subsidy has been recently introduced for setting up of CR stations across the entire NE region, subject to maximum limit of Rs 7.5 lakh.

Pointing out that AIR broadcasts programmes in six languages and 89 dialects in the North Eastern region, he said to leverage the vast infrastructure, state governments in NE have been urged to collaborate with AIR and Doordarshan to spread the development story and their initiatives.

To supplement the efforts of the public broadcaster, he said 13 FM channels have already been operationalised and another 48 channels in 18 cities have been proposed.

"And to ensure adequate participation of private parties, reserve price for border areas with population less than one lakh has been reduced and fixed at Rs 5 lakh and the licence fee for permission holders in NE states is half vis-a-vis other states," the Minister added.

 Naidu further said that the proposed Film and Television Institute of India in Arunachal Pradesh would act as a catalyst to promote talent in different aspects of film making in the north-east.

The Centre will also build a permanent campus of the Indian Institute of Mass Communication (IIMC) at Aizawl in Mizoram, he said. PTI

 

 

 

Three arrested with drugs

PASIGHAT Apr 18:   The Arunachal Pradesh Police, Pasighat unit, led by SI Mungrey seized 276.9 gm of marijuana and dicolic from three youths who were later arrested on Friday last under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.

Appreciating the police for the timely interception and arrest of the youths, the Women Against Social Evils (WASE) here have strongly appealed to the district administration and police not to grant bail to the youths arrested under the NDPS Act.

WASE General Secretary, Joya Tasung Moyong said that easy grant of bail to the drug addicts and peddlers are encouraging the youths to indulge in its use and illegal businesses are still flourishing. The public, administration and police all need to jointly fight against the drug menace, added Moyong.

 

 

 

 

Life skill management prog for students

ROING, Apr 18: Roing-based NGO, AMYAA organized a life skill management programme for the students of Industrial Training Institute (ITI), Roing on Tuesday, wherein Secretary of the NGO, R K Paul Chawang took a session on 'skills to succeed.'

Addressing the students, he said that merely obtaining a course completion certificate does not guarantee a job to anyone in today's highly competitive world. He stressed on the need for possessing and acquiring employability skills and knowledge to get a job of their choice.

Facilitator of "My Quest, My Career" of AMYAA, Aloti Lego took a session on career development. She helped the students understand the difference between career and job. She spoke on self assessment, career awareness, goal setting, skill training and performing.

The programme comprised of a PowerPoint presentation, video clips, interactive session, games and group activities.

In total, 43 students from 10 different trades of the ITI participated in the programme.

 

 

 

Org demands fresh tender

ITANAGAR, Apr 18: Referring to the Government order No. 5th -142/2017, dated the March 6, 2017, the Kamla Valley Youth Organisation has appealed to the state Chief Secretary to cancel the tender process reportedly initiated by the Assistant Director, Textile and Handicraft, Ziro and demanded a fresh tender, paving the way for  participation of local entrepreneurs in the tender process.

The Association alleged that despite several requests, the works have been awarded to outside entrepreneurs, which is against the Arunachal Pradesh District Based Entrepreneurs and Professionals (Incentives, Development and Promotional) Act, 2015.

As per the APDBEP Act, 2015, the local entrepreneurs shall be given priorities, but the Assistant Director, Textile and Handicraft has allegedly failed to invite the local entrepreneurs, the organization claimed.

 

 

 

Don’t shift sumo counters: Owners

ITANAGAR, Apr 18: Sumo counter owners and land owners of existing Sumo counters at Upper Market, Yingkiong have appealed against the order for shifting the counters from the present location.

The owners said that the present area for Sumo counters is accessible and convenient for the public as it is centrally located.

It said that the new proposed location is situated in an isolated and at the outskirts of the town which is not easily accessible and will create great inconvenience to the tourists visiting Yingkiong town.

It further said that earlier there was the problem of traffic congestion and lack of parking area in the existing counters, but now the counters have been shifted back and spacious area is available and the parking problem has also been solved.

The proposed new site for the Sumo counter near Simar is located at a sharp turning point just beside the National Highway at a tight spot with insufficient parking space and no scope for future extension of the parking space, it added.

CCCBOWA places demand

ITANAGAR, Apr 18: The Capital Complex Commercial Building Owners Welfare Association (CCCBOWA) in a mass meeting held on Monday adopted a resolution requesting the state government to abide by the Cabinet decision of January 2013 or provide adequate compensation to owners of private structures along the highway.  

The CCCBOWA claimed that the state Cabinet in January 2013 had approved the construction of bypass road from Chimpu to Lekhi without disturbing the twin cities of Itanagar and Naharlagun and also approved 22 to 24 meters in the Capital for Right of Way (RoW) without disturbing private structures.

The Association said that it has already submitted a memorandum to the Chief Minister in this regard.

Going on to claim that the state government is taking steps to clear the RoW without intimating building owners, the Association said that they would be compelled to take the path of agitation if the government fails to pay heed to their grievances before the eviction drive for highway construction.

Not a good decision

The decision to make Hindi compulsory till class tenth in CBSE-affiliated schools and Kendriya Vidyalayas is not good for the country like India which thrives on diversity. President of India Pranab Mukherjee on Tuesday gave nod for the said move based on the parliamentary panel's recommendation.  The recommendations were made in the ninth report of the Committee of Parliament on Official Language. Compulsory imposition of Hindi will pose serious threat to regional languages and dialects. The decision is expected to evoke reaction from states like Tamil Nadu, Kerala, etc where earlier attempt to impose Hindi has been met with fierce resistance.

For tribal dominated state like Arunachal this order will have severe ramifications. Already majority of tribal languages are on the verge of extinction. As per the report by UNESCO most of the tribal languages face serious threat of getting extinct in near future. Hindi which is widely used in the state has emerged as the biggest threat to the existence of tribal languages. An urgent need to save tribal languages is being felt and everyone is hoping that government will take some initiative in this regard. But unfortunately neither state nor central government seems keen to work in this regard.  Instead of making Hindi compulsory, government of India should promote regional languages and save it from getting extinct. The uniqueness of India is its diversity in religion, language, festival and culture.

Manage the litter

Dear Editor,

It is a well known fact that burning of domestic waste like plastic bottles, biscuit packets cause air pollution but the responsible Arunachalees who really want to keep their state clean and green burn the discarded plastics because they have realized that throwing of these wastes here and there makes the land dirty and unhygienic. The garbage collectors cannot go to every house to collect the wastes so it is our responsibility to find alternate ways to manage our own waste.

Overworked ATMA Staff

Dear Editor,

Through the column of your esteemed daily, I would like to draw the attention of concerned authority that some of the ATMA staff who is working under the department of Agriculture is being involved in the official work which is not under the guidelines of ATMA scheme. Some of them are made to do work which are supposed to be done by other qualified staffs. Hence, it’s our earnest request to the concerned authority to involve the ATMA staff only in the ATMA related activities but not in those work which has nothing to do with the ATMA scheme. Let Justice prevail.

Dilapidated road

Dear Editor,

Through your esteemed daily, I would like to draw the attention of concerned authority towards the dilapidated condition of roads of Doimukh township areas. In this super modern and advanced high technological world where development is the prime motto of every regional and national governments; in contrast, the plight of Doimukh roads depicts a very different story.

The road is of very high importance not only to the local public and daily commuters to Lower Subansiri, Kurung Kumey and Kra Daadi districts; but it is of equal importance to the students and faculties of the lone premier higher educational institute of state, Rajiv Gandhi University. As such many intellectuals and distinguished personalities visit the institute and such a sorry state of roads leaves a very bad impression. As a concern citizen, I would like to request from the core of my heart to the authority to make this stretch a state-of-art roads.

Employment is the panacea

Dear Editor,

This refers to the report, "Arunachal has lot of scope for micro, small and medium enterprises: MoS Singh" (April 18). Indeed, farming, micro and small enterprises hold the real key for employment generation in Arunachal Pradesh as well as in the rest of India. Employment is the panacea for poverty, hunger, malnutrition, food wastage, farmers’ agony and market stagnation. But India is fighting shy of job creation. According to recent Labour Bureau data, India has been losing 550 jobs per day. Instead of protecting labour intensive sectors like farming, unorganised retail, micro and small enterprises that mainly contribute to current livelihoods in our country, we are going gaga over capital intensive technology and smart cities forgetting our basic needs. Instead, we must create smart labour intensive villages first.

The city centric, capital intensive "Make in India" should now be replaced by village centric, labour intensive "Make in Bharat" in accordance with the need of our people and country.
