Pvt persons from Arunachal issued ‘official’ passports: CBI
New Delhi, Apr 18: The CBI today registered an FIR to probe the nexus between unknown MEA officials and agents who allegedly arranged "official" passports for private persons by showing them as Arunachal Pradesh government officials to facilitate their trafficking to the US.
The conspiracy was hatched to get "official" passports to 12 people on the basis of forged documents showing them as officials of the Arunachal Pradesh government, the FIR said.
"Official" passports, with white cover, are issued to government officials if they are travelling on official assignments.
The agency registered the FIR against private individuals Raja Kipa, Thupten, Kalden Kunseng and Lucky and unknown officials of the External Affairs Ministry (MEA) on the basis of a tip off received by it.
In its FIR, the CBI has levelled the charges of criminal misconduct by public servants, criminal conspiracy, trafficking, cheating, forgery and fraudulently obtaining official passport by furnishing false information among others.
The alleged criminal conspiracy was hatched between December, 2016 and March this year, the FIR said.

They were called for visa interview but only four persons appeared for it on March 14, 2017 at the US Embassy here posing as government officials of Arunachal Pradesh, it said.
During the interview, they admitted not being government officials and disclosed their real identities.
These persons disclosed during the interview that agents Kipa, Thupten and Kunseng had taken lakhs of rupees from them for preparing their passports and obtaining US visa in assumed names.
Lucky had allegedly provided them with fake ID cards of Arunachal Pradesh government and also accompanied them to the US Embassy here for the interview.
This is not the first case of such cheating as the information received by the CBI showed that a similar group of 10 people claiming to be Arunachal Pradesh government had travelled to the US on December 10, 2016.
Among them was one of the master conspirators Kipa who was identified from his photograph by those who appeared for the visa interview on March 14 at the embassy.
CBI sources said they would soon be calling MEA records related to issuance of passports to these persons.

For some community organizations and the state government, Arunachal is like a birthday
cake-
The cake analogy is perhaps a very poor one for a state as big as ours with so many
tribes-
Today we are faced with a situation, where aspirations of a community override the very identity of Arunachal. There was a time when there were demands for Mon and Patkai Autonomous Regions. The Legislative Assembly even passed a resolution but we seem to have forgotten it. But in its place is the growing demand of districts and more districts, based on community identity or on the whims of the inflated egos of politicians and community organizations.
What was the need and reason for creation of Siang or Kra Daadi and Namsai districts? Have common people gotten anything after the creation of the districts apart from fighting over headquarters and acquisition of land by the rich and influential where the headquarters are coming up?
In recent memories, Anjaw was bifurcated out of Lohit, Dibang Valley out of Lower Dibang Valley, Longding out of Tirap. All these, when the government already decentralized the governance by creating numerous administrative units.
Now, there are demands for more districts-
While the demands for creation of most of these districts have been kind of muted, Lower Siang has been a cause of amusement for almost a decade now. It continues even today.

Now, no one knows the legitimacy of these demands, but Ramle Banggo area, which aspires to be part of Lower Siang, has seen ugly communal fights between the Adis and the Galos. Both tribes claim ownership of the land. Roads leading to Pasighat, the district headquarters of East Siang were blocked following a hunting expedition by the Adis into the Galo villages. Reaction was, building a road, on self help basis to connect the Upper Ramle Banggo to West Siang for safe passage of the Galos. The road was built during the rainy season when all construction works usually stop in Arunachal. Ideally, it should be inhabitants, who should decide where they want to be, but in proposed Lower Siang, it’s a huge communal issue.
For most of us, it does not matter when all we need is less than six feet of land for eternal rest but its murky and ugly over land.
While there are exceptions, the ugly trend of creation of districts based on community identity is not going to help the state now or later. As major tribal groups, known as Abo Tani group, who can’t see eye to eye on most matters unless it suits them want more districts, Arunachal remains no one’s child. While the majority group will have the cake, rest will either laugh or mourn at the gradual loss of pan Arunachal identity or the idea of it, which is so dear to many.

Earlier on April 16, the GPF, in a communiqué had asked the Galo community residing in the Capital Complex to refrain from attending the dinner party and cautioned of dire consequences.
However, speaking to The Arunachal Times, president of the GPF, Nyadar Loya said that they were not stopping anyone from participating in the event, but silently staging their resentment with the authorities over their lack of empathy towards the issue at hand.
"The state government is not giving us our dues and only extending the deadline", he said.
When asked about whether the community was divided on the issue as guests could be seen entering the hotel in their Mopin attire, Loya opined that the seeming division involved political hands and affirmed that there were no actual differences in the community on the issue.
"They are trying to play the emotional card and suppress our issues. We just met MLA Nyamar Karbak, but his explanation was unsatisfactory. The legislators are mostly trying to appease those at the top level and trying to divide and rule the community, but we will not let that happen", Loya added.

Meanwhile, sensing the gravity of the ongoing situation regarding operationalisation of Lower Siang district, the Chief Minister Pema Khandu led state government has constituted a Group of Ministers (GoM) to examine and make ground assessment on the issue and provided a timeframe of one month to submit the reports from the date of issue of the order.
The GoM has been directed to conduct public hearings and submit a consolidated report or recommendation to the government for placing before the state Cabinet for a final decision.
The GoM will be headed by Kamlung Mossang, Minister WRD as chairman with PHED and WS Minister Bamang Felix and Dr Mohesh Chai, Minister AH&DD as members. Special Secretary IT, Prince Dhawan will provide secretarial assistance to the GoM to facilitate early submission of the recommendation. (With inputs from CMO)
World Heritage Sites must find their place in UNESCO list: Dr. Chai
ITANAGAR, Apr 18: Research, Art & Culture Minister Dr Mohesh Chai called upon the officials of the Research Department to tighten their belts to see that Apatani landscape in Ziro Valley and Thembang Dzong, a fortified village near Bomdila reach the final list of the UNESCO World Heritage Site.
Addressing the gathering of government officials and public here on Tuesday on the occasion of World Heritage Day celebration, Dr Chai said, "The Apatani landscape and Thembang Dzong are only in the tentative list of the UNESCO World Heritage site.
We have to create mass awareness among the people about the need of conserving the proposed sites to find it in the final list."
Stating that Arunachal Pradesh, with its unique cultural diversity and monuments and other historical testimonials, deserves to be in the World Heritage Site list, the Minister also stressed on promotion and preservation of local dialects/ languages of various indigenous tribal communities of the state.
At least 34 languages of Arunachal Pradesh are identified as endangered as per the UNESCO survey report, the Minister said, adding that if the languages are not saved, some tribal communities will lose their identity in the near future. Talking about the impact of modernization in the tribal society, the Minister also said "we have to accept the reality and changes but not at the cost of own identity."
Informing that the recent budget proposal passed in the Assembly has kept fund provision for the Research Department, Dr Chai also called upon all the line departments like Tourism, Art and Culture, IPR and Forest to come closer for mass awareness among the people on the need of preservation of natural resource, heritage sites and monuments of the state.
In his address, Research Commissioner Huzar Lollen said, "The activities to see to the Apatani plateau and Thembang Dzong in the world heritage site are at the initial stage. We must work hard to see the proposed heritage sites in the UNESCO final heritage list. We should start preservation of heritage sites on our own and should not wait for someone to show the way."
In his keynote address, Research Secretary, Dani Salu briefed on the World Heritage Day. He also informed about the Arunachal Pradesh Heritage Bill, 2015, which aimed at conservation and protection of heritage sites, including buildings, artifacts, structures, areas, streets and precincts of historic, cultural or environmental significance and sites of scenic beauty of the state.

ITANAGAR Apr 18: Parliamentary Affairs Minister Bamang Felix paid a visit to the under construction new State Assembly Complex on Tuesday to oversee the work progress.

Board approves in principle to upgrade Dibang Wildlife Sanctuary

Association seeks white paper on ADCs, to take out protest rally

ITANAGAR, Apr 18: With the state government's alleged failure to come up with a response following the Students' United Movement of All Arunachal's (SUMAA) demands seeking white paper on creation of Autonomous District Councils for Mon and Patkai region, the Association on Monday announced to take out a protest rally in the state capital on April 28 next and in New Delhi at the Ministry of Home Affairs on May 14, till the government of Arunachal reassess and revokes the decision in the state legislative assembly.
The Association earlier submitted a memorandum to the state Chief Secretary on March 10 last, wherein it gave the GoAP a time period of one month to come up with white paper on the proceedings on the Autonomous District Council (ADC) in the state and to roll back the said decision.
Addressing media persons at the Press Club here, SUMAA President Tagru Tame said that the time given to the GoAP is already over and there has been no response from the GoAP yet.
While terming the creation of ADCs in the state as illogical, Tame said that the ADCs is a direct challenge to the federal system of government and will create the problem of authority sharing between center and state governments. It will also be detrimental to the Panchayat Raj system of self governance, he added.
'Arunachal Pradesh (erstwhile NEFA) was completely protected under the Bengal Eastern Frontier Regulation Act of 1873 and was never included in the VIth Schedule incorporated in the Constitution of India which provides for the constitution of Autonomous District Councils,' Tame said, adding that if the demand for ADCs is approved by the GoI it will set a negative trend and soon other parts of the state will also seek the same status which could lead to communal disharmony and political unrest.

NEW DELHI, Apr 18: The members of NITI Ayog convened a meeting on Tuesday to deliberate on formulation of national guidelines for selection of sites for projects through a 'Challenge Method'.
The Challenge Method is being contemplated by the NITI Ayog to select sites for Government of India projects in various states.

Hangpan Dada Memorial Trophy tournament
ITANAGAR, Apr 18: The district and block/constituency level Hangpan Dada Memorial football and volleyball tournaments started in various districts.
The tournament, known earlier as CM's Trophy, was renamed after martyr Hangpan Dada. The rechristened trophy was launched in March with a friendly football match between CM's XI and Arunachal Press Club in Naharlagun.
The Sports Department holds competitions for both men and women from the block level. The winners of block level competitions then compete in the district level, followed by state level competition.

SAA on study tour to replicate sports infrastructure in state
AIZWAL, Apr 18: A delegation of the Sports Authority of Arunachal (SAA), led by its Chairman Bamang Tago interacted with the officials of Mizoram State Sports Council at Aizwal on Tuesday.
They shared on regulating and managing development of games and sports in the Northeast region.
The team is currently on a study tour to various states to witness and see the infrastructure, facilities and sports avenues that could be replicated in Arunachal Pradesh.
"Sports have proved to be a powerful tool to create bonhomie, propagate peace and brotherhood between nations, states and people. While it promotes solidarity, it also contributes to an atmosphere of tolerance and understanding. Sports have been found to contribute to economic and social growth by improving public health and bringing youths together through its tremendous potential as a tool for advocacy and mobilization. Sadly, it has been highly undervalued in most parts of India", lamented Tago during the discussion.
He, however, said that Arunachal Pradesh in particular has been excelling in the field of sports day by day due to the constant support of the government under the leadership of Chief Minister Pema Khandu.

PASIGHAT Apr 18: The Arunachal Pradesh Police, Pasighat unit, led by SI Mungrey seized 276.9 gm of marijuana and dicolic from three youths who were later arrested on Friday last under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.
Appreciating the police for the timely interception and arrest of the youths, the Women Against Social Evils (WASE) here have strongly appealed to the district administration and police not to grant bail to the youths arrested under the NDPS Act.
WASE General Secretary, Joya Tasung Moyong said that easy grant of bail to the drug addicts and peddlers are encouraging the youths to indulge in its use and illegal businesses are still flourishing. ITANAGAR, Apr 18: Sumo counter owners and land owners of existing Sumo counters at Upper Market, Yingkiong have appealed against the order for shifting the counters from the present location.
The owners said that the present area for Sumo counters is accessible and convenient for the public as it is centrally located.
It said that the new proposed location is situated in an isolated and at the outskirts of the town which is not easily accessible and will create great inconvenience to the tourists visiting Yingkiong town.
It further said that earlier there was the problem of traffic congestion and lack of parking area in the existing counters, but now the counters have been shifted back and spacious area is available and the parking problem has also been solved.

The CCCBOWA claimed that the state Cabinet in January 2013 had approved the construction of bypass road from Chimpu to Lekhi without disturbing the twin cities of Itanagar and Naharlagun and also approved 22 to 24 meters in the Capital for Right of Way (RoW) without disturbing private structures.
The Association said that it has already submitted a memorandum to the Chief Minister in this regard.
Going on to claim that the state government is taking steps to clear the RoW without intimating building owners, the Association said that they would be compelled to take the path of agitation if the government fails to pay heed to their grievances before the eviction drive for highway construction.

Not a good decision
The decision to make Hindi compulsory till class tenth in CBSE-
For tribal dominated state like Arunachal this order will have severe ramifications. Already majority of tribal languages are on the verge of extinction. As per the report by UNESCO most of the tribal languages face serious threat of getting extinct in near future. Hindi which is widely used in the state has emerged as the biggest threat to the existence of tribal languages. An urgent need to save tribal languages is being felt and everyone is hoping that government will take some initiative in this regard. But unfortunately neither state nor central government seems keen to work in this regard. Instead of making Hindi compulsory, government of India should promote regional languages and save it from getting extinct. The uniqueness of India is its diversity in religion, language, festival and culture.

Manage the litter
Dear Editor,
It is a well known fact that burning of domestic waste like plastic bottles, biscuit packets cause air pollution but the responsible Arunachalees who really want to keep their state clean and green burn the discarded plastics because they have realized that throwing of these wastes here and there makes the land dirty and unhygienic. The garbage collectors cannot go to every house to collect the wastes so it is our responsibility to find alternate ways to manage our own waste.

Overworked ATMA Staff
Dear Editor,
Through the column of your esteemed daily, I would like to draw the attention of concerned authority that some of the ATMA staff who is working under the department of Agriculture is being involved in the official work which is not under the guidelines of ATMA scheme. Some of them are made to do work which are supposed to be done by other qualified staffs. Hence, it’s our earnest request to the concerned authority to involve the ATMA staff only in the ATMA related activities but not in those work which has nothing to do with the ATMA scheme. Let Justice prevail.

Dilapidated road
Dear Editor,
Through your esteemed daily, I would like to draw the attention of concerned authority towards the dilapidated condition of roads of Doimukh township areas. In this super modern and advanced high technological world where development is the prime motto of every regional and national governments; in contrast, the plight of Doimukh roads depicts a very different story.
The road is of very high importance not only to the local public and daily commuters
to Lower Subansiri, Kurung Kumey and Kra Daadi districts; but it is of equal importance
to the students and faculties of the lone premier higher educational institute of
state, Rajiv Gandhi University. As such many intellectuals and distinguished personalities
visit the institute and such a sorry state of roads leaves a very bad impression.
As a concern citizen, I would like to request from the core of my heart to the authority
to make this stretch a state-

Employment is the panacea
Dear Editor,
This refers to the report, "Arunachal has lot of scope for micro, small and medium enterprises: MoS Singh" (April 18). Indeed, farming, micro and small enterprises hold the real key for employment generation in Arunachal Pradesh as well as in the rest of India. Employment is the panacea for poverty, hunger, malnutrition, food wastage, farmers’ agony and market stagnation. But India is fighting shy of job creation. According to recent Labour Bureau data, India has been losing 550 jobs per day. Instead of protecting labour intensive sectors like farming, unorganised retail, micro and small enterprises that mainly contribute to current livelihoods in our country, we are going gaga over capital intensive technology and smart cities forgetting our basic needs. Instead, we must create smart labour intensive villages first.
The city centric, capital intensive "Make in India" should now be replaced by village centric, labour intensive "Make in Bharat" in accordance with the need of our people and country.
